Background of the Study
Cultural diplomacy has emerged as a key component of soft power, enabling nations to influence global perceptions and enhance their international image. Turkey’s global cultural outreach, through initiatives such as cultural centers, festivals, and educational programs, has significantly contributed to its soft power projection (Kaya, 2023). In Lagos State, Turkish cultural initiatives aim to foster mutual understanding, promote language and art, and build lasting diplomatic relationships. These efforts serve to create a positive national image and facilitate economic and political cooperation. Cultural diplomacy leverages cultural heritage and contemporary artistic expressions to build bridges between diverse societies, thereby enhancing national influence without coercion (Demir, 2024). However, challenges such as cultural misinterpretation, resource constraints, and political backlash may limit the effectiveness of these initiatives. This study assesses the impact of Turkey’s cultural diplomacy on its national soft power by examining its outreach efforts in Lagos State, analyzing how cultural initiatives shape public opinion and contribute to diplomatic and economic outcomes.

Statement of the problem
Despite the strategic use of cultural diplomacy, Turkey’s efforts in Lagos State face challenges that may undermine their effectiveness in enhancing national soft power. Issues such as cultural misinterpretation, limited funding, and local political resistance can reduce the impact of Turkish cultural outreach (Okoro, 2024). This study seeks to determine whether Turkey’s cultural diplomacy initiatives in Lagos State effectively bolster its soft power or if obstacles hinder their ability to shape international perceptions. Addressing these issues is crucial for refining cultural strategies to achieve greater diplomatic and economic benefits.

Objectives of the Study

 

To assess the impact of Turkey’s cultural diplomacy on its national soft power in Lagos State.

 

 

To identify challenges affecting the effectiveness of cultural outreach.

 

 

To propose recommendations for enhancing the influence of cultural diplomacy.

 

Research questions

 

How does Turkey’s cultural outreach in Lagos State influence its national soft power?

 

 

What challenges limit the effectiveness of these initiatives?

 

 

What strategies can improve the impact of cultural diplomacy on soft power projection?

 

Significance of the Study
This study is significant as it explores the role of cultural diplomacy in enhancing national soft power, using Turkey’s outreach in Lagos State as a case study. Its findings will inform cultural policymakers and diplomatic practitioners about best practices and potential challenges in leveraging cultural initiatives for international influence. The recommendations aim to refine cultural strategies, promote mutual understanding, and strengthen diplomatic ties (Kaya, 2023; Demir, 2024).

Scope and Limitations of the Study
The study is limited to evaluating Turkey’s cultural diplomacy initiatives in Lagos State and does not extend to other forms of diplomacy or regions outside Lagos.
